I took a look. It looks authentic to me. The switch he is using looks very flexible, which is going to give it a high tip velocity. A stroke that doesn't look like his is wailing in to it is still going to give a good hit. The welts on her ass and her responses seem authentic too... My girl's bottom has come out looking pretty much the same, and her responses are similar... granted the woman in the clip I saw is very good at taking it without moving.
This post from a gentleman who topped in a Mood Pictures video might be of interest. He says that most of the models are vanilla girls who do it for the money: designer clothes, nice vacations. I've seen videos where the screams look faked, but faking marks would be silly. There are enough people who will take a beating for the money that extensive makeup would be a waste of time.
To answer the OP's question:
Part of the tapping is for aim. I'm ok with a cane, but not great, and a few taps makes it easier for me to make sure that a cane hits where I want it. If he's tapping for three minutes between strokes, I'd guess that it's a staging thing. He needs to give the models a moment to process the pain of a hard stroke, to keep them from safewording out, but he doesn't want to obviously be waiting. Tapping builds anticipation for the viewer and keeps the scene alive while giving the model a chance to breathe.

As a side note... we use unpeeled rattan. I'm curious what others use.
