It is in the states as well, but only if he does not tell them. If he makes it clear to the other person that he has it and they then choose to take part in a sexual activity with him it is assumed they understand the risk.

No, Moonlight, I am not offended by your decision at all. Why do you think otherwise? For the 13th time in this thread: My concern is focused exclusively upon people who are DISHONEST. So, if you told me that you would send me your pics but did not do so AND I subsequently learned that you routinely have told other people that you will send your pics but you never do so --- then, to me, that is an indicator worthy of note that you are dishonest.
