Because part of the cops' job description is that they're expected to take part in shootouts with the thugs, whereas citizens aren't obliged to do that, unless they happen to be Charles bronson in a crappy film?

If GE dont scrap it, and since it is experimental it falls into an NFA loophole possibly, but some brilliant engineer in their weapons division designed and built a minigun style weapon that fires the 50cal machine gun round at a very leisurely 7500 rounds a minute... so naturally I WANT ONE
