It's hard to screen in a way that gets you the people you need, while eliminating the people that might be moved to do the whistleblowing thing, particularly because the people you're looking for are generally well aware of how the screening process works and frequently substantially smarter than those conducting the interviews (not always, mind you, but often; you want the best and the brightest, after all, to stay ahead of the pack in the intelligence game- not an oxymoron). quote:
