Someone on the inside may have agreed with that goal and aided in getting him past the screening process, which would be encouraging (and ecstatically news compared to cutting corners, given the sensitivity of the data). But, really, if Snowden planned this all along, catching him in the screening process would probably have been hard. In any case, it does emphasize the risks of gathering this much intelligence in one place, and of the ongoing practice of sidelining actual analysts in favor of beurocrats and politicians.
