Park Police in DC were one of at least 3 law enforcement organizations that patrolled on or near the Mall, DC police, Capital Police and them. At least during the shutdown in 1987 they were considered nonessential because we went downtown to see the Mall and there were no Park Police around. And yes there were barricades up around everything except the Well.
