You are coming out against the Government subsidizing drug costs so beneficiaries can save money, but are for government subsidizing insurance costs so those that don't make as much can save money while getting insurance.

That does not prove that they did not pay more in taxes to make up the difference.
out-of-pocket only. that is the finding of the study.  If you cannot make the connection that 21 BILLION or more could be put into healthcare that is going to pharma now, and as a consequence, those peoples out-of-pocket would also drop dramatically,  then you cannot make the connection that costs for medication have dropped.  They haven't, only out-of-pocket costs, for those people, particularly in beneficiaries that had no previous drug coverage.   
Which is not by any stretch more affordable (no proof of that claim and actual wonderment in the conclusions of that claim), no proof that is what it is all about,  nor by any stretch empirical fact that it saved beneficiaries money.  (those questions were not studied only wondered at).
So, there you have it.
