The St. Louis Metropolitan Police Department released cell phone footage Wednesday of the police shooting of Kajieme Powell, a 25-year-old black man killed on Tuesday in St. Louis, according to St. Louis Public Radio.

A convenience store owner called 911 on Tuesday when he suspected Powell stole drinks and donuts from his shop, according to a recording of the call. Another woman called to report Powell was acting erratically and had a knife in his pocket.

Two officers in a police SUV responded to the calls, the cell phone video shows. When the officers got out of their vehicle, Powell walked in their direction, yelling and telling them to shoot him already.

St. Louis Police Chief Sam Dotson said Tuesday that both of the officers opened fire on Powell when he came within a three or four feet of them holding a knife "in an overhand grip."

But the newly released cell phone footage undermines the statement, showing Powell approaching the cops, but not coming as close as was reported, with his hands at his side. The officers began shooting within 15 seconds of their arrival, hitting Powell with a barrage of bullets.

The St. Louis Metropolitan Police Department released the video and 911 calls, telling St. Louis Public Radio that it plans to act transparently.

The shooting death occurred less than four miles from where Michael Brown was fatally shot by a police officer in the suburb of Ferguson on Aug. 9.

The St. Louis Police Department did not immediately respond to a request for comment from The Huffington Post.

Listen to the 911 calls at St. Louis Public Radio, and watch the video below. Note that both contain graphic images and language.

WTF is going on in MO?!?!?!?

I'm shocked on so many levels. We don't know all the details, yet, either. Powell may have had previous run ins with the police. The video could also be exactly what was shown, with no background information missing.

I am saddened by the videographer's amazing calmness after the shooting. That witnessing a shooting doesn't cause more than that level of distress means this isn't the first time that guy has seen shit like that go down. And that is truly sad.

DomKen -> RE: Kajime powells death by cop caught on tape (8/20/2014 6:50:00 PM)

WTF!

The cops flat out lied about this. This man was agitated but I can see nothing from that video that shows he was a direct threat to the 2 police officers. Why didn't they at least try to subdue him?

TheHeretic -> RE: Kajime powells death by cop caught on tape (8/20/2014 6:54:59 PM)

Well this is freaking annoying. Youtube won't let me past the graphic images warning. I click continue, it refreshes the warning.

From what I've read, this looks like a much better case to shed light on how casually cops kill people. Unfortunately, the people living under such conditions picked the wrong poster child, and won't have any credibility left at all by the end of the week.

I haven't for a while and we shouldn't expect much different. ALL cops cover for each other and in court...commit the most perjury.

Seems YouTube has been censured.

Wait, steal something from a store, disobey orders from armed police when they arrive, bait them, and then make a move toward an officer. Wow. And nobody thinks this is about Darwin Awards?

Yeah you callous piece of crap this guy needed killing. Do you not understand there was something clearly mentally wrong with this person?

I get as upset over someone jumping off a bridge, tragic yes, sad yes,
but it seems to be what he wanted.

Gauge -> RE: Kajime powells death by cop caught on tape (8/20/2014 9:52:37 PM)

This is a fast reply.

Why did he approach the police and tell them to shoot him? Why did he start moving around erratically only after they arrived? While the officers involved certainly could have done anything but gun the man down, how fucking stupid was this kid? I was not there so I do not know what prompted the officers to shoot, but if there was a weapon involved and it was a knife, they had options open to them other than lethal force, especially at that distance.

The moral of the story, be careful what you wish for, you may get it.

did you/Americans wish for a police state? cuz that is what you have..

The cops lied about what actually happened.. doesn't that tell ya something?

You know, I am not going to be an apologist for the police but I do want to state something. We have the luxury of reviewing what happened to our hearts content. We have the ability to determine what happened within a scant few seconds where a police officer does not have that kind of time. Could they have done something other than gun this man down, yes, very possibly they could. But in this country, when a police officer asks you to do something you do it, you just don't keep coming toward them yelling "Shoot Me!" and then act all fucking weird. They could have used a taser, pepper spray, or any number of other things first, but they didn't. That their stories didn't quite match the evidence is suspicious and will definitely play into the investigation.

He needed killing? Why did he need killing? Where did the idea that he needed killing come from?

Yeah, that would be you.

WTF is going on in MO?!?!?!?

I was raised in St Loser, in the Great State of Misery; in Ferguson, in fact, so this hardly surprises me. Missouri is a deep, dark red state, always has been, home of 'Law and Order' from way back. It is also overtly racist. St Loser has an annual 'VP Fair', which used to be the 'Veiled Prophet Parade', which started out as an annual Klan rally. (The Veiled Prophet being the Grand Wizard) That's right: the Klan's influence is still an official event there. As for the cops in general and Ferguson in particular, they've always held to the principle that the ultimate purpose of law enforcement is to maintain the status quo - ie to keep 'them' in their place. Consider that Ferguson is 2/3 black and has an almost lily-pure white police force, and the reality is plain to see. One can only hope these incidents will set off a reaction at the national level - the police forces there being taken over by the Feds just like the LAPD was. Otherwise, this is going to be a long, hot summer.

I'll give you that he wasn't holding the knife the way they described, his arms were at his sides, that doesn't mean he wasn't acting aggressively. It's hard to tell his exact distance from the officers when the shooting started, but each of those side-walk squares is between 3 and 4 feet per side. That makes the half squares 1.5 to 2 feet wide. If you back up to where the guy with the camera was first walking past the lamp-post, right about where the officers stopped, it's easier to tell the distance. Powells moved onto the black-top then moved rapidly towards the 2nd officer. It looks to me like he was about 3-5 feet away when the shooting started. Although, from the video, he was close enough and moving fast enough to wind up within inches of the 2nd officers feet when he came to a stop.

When I first read the description of the event, I was more inclined to say they should have gone with pepper spray. Seeing it, they only had a few seconds from when they pulled up to when they were being advanced upon by Powell. Powell also advanced on the officer who was separated from his partner by the hood of the vehicle. As fast as he was approaching, and the angle, would have made it very tough for the 1st officer (the driver) to take a shot if his partner tried pepper spray and it didn't work. The 1st officer was out of position to try to use pepper spray himself.

What I want to know is what the hell Powell was doing? He grabbed two cans, walked a bit down the block, put the cans on the ground and waited for police? Kind of looks like he was trying to commit suicide-by-police.

The man behind the camera kept saying that they should have tased him, does anyone know if these officers even had Tasers?

I think in this instance the officers had more opportunity to use non-lethal means to subdue the suspect, but it's by no means the slam-dunk that others are making it out to be.

Having an overhand grip on the knife does not mean his arms were raised.

Maybe I'm confused. I thought an "over hand grip" was another name for the classic "ice pick" grip? Is it another name for the "reverse"? (butt of the knife forward, blade back along your fore-arm and down) It was hard to see much of Powell's hands in the video, just that they stayed near his hips, and the hand I could see was clenched in a fist.

That's what I was thinking, but you can hold a knife that way with your arms at your sides.
