The one that said God bless you followed that by walking in step with her for 5 minutes like a psychopath so I don't think that greeting was all together genuine.

Edited to add; I have ALWAYS dressed the way I want, went where I want and did what I want and guess what? Never raped, not once. And I have travelled extensively and by MYSELF. Wow, amazing eh? And been to Detroit, friendly people, but then I was close to the airport (never went to the bad spots). It was for a 4th of July parade. And I have had many stalkers. And they were all educated professionals. So spare me with the "inner city, so scary". I lived in the "ghetto" as a poor college student and they accepted me despite being somewhat "sheltered". True, although by the same token, one could say it's not men's responsibility to teach other men whom they don't know. Ideally, it would be the parents' responsibility to teach their children before they actually become grown ups, but that can be problematic depending on the background/education of the parents and the general socioeconomic conditions of the community in which they're raised.

As others have mentioned, the problem is cultural and societal, so whatever solutions may exist would have to be implemented at that level. I don't think it's simply a matter of "teaching" someone that it's not okay, nor is it any one individual's responsibility to do that.
