Odds are the statement of cruise ship is incorrect. They most likely meant the casino boats in Kansas City that operate on the river. As for getting out of Kansas, which I saw someone mention, yes it is actually somewhat difficult to get out of Kansas. Wages in Kansas tend to be a little on the low side depending your profession, so it can be a challenge to save up enough money to rent a home or apartment outside of Kansas and support yourself while finding a new job in that area. I assume that applies to most anywhere though.

Well I don't know what you care about, but you sound like you're on the verge of a stroke. Personally, if the government was giving me $429/month for doing absolutely nothing, I would be more than happy to withdraw it at a rate of $25/day. The point of the $25 per day limit isn't to control what people spend their money on, that's just an unintended benefit. The point is to direct an $0.85 fee to the credit companies that provide generous campaign donations. It's just another way to funnel state money to the biggest corporations.

I never really gave it much thought, it is logical to think/believe that most people that need/qualify for welfare would spend most of it in the state that they receive it.

People are free to travel, I wonder what the ratio is as far as EBT dollars spent in the state that it is issued, and the amount spent in other states, especially states that are thousands of miles away.

Is it merely a coincidence that the numbers of children in foster care in Sedgwick County and Kansas have increased sharply during the time the state has sharply cut welfare eligibility and other support to struggling families? Unlikely – which raises more concerns about the Brownback administration’s priorities.

Over the past two years, near-record numbers of children have entered the state’s foster-care system, the Kansas Health Institute News Service reported. In Sedgwick County, the average number of children in out-of-home placements has increased from 950 in fiscal year 2011 to 1,319 in 2013. Statewide, there were 5,719 children in such placements as of June 30 – only the second time in the past 10 years that the number has exceeded 5,700 on the final day of the state’s fiscal year (the last time was at the start of the Great Recession in 2008).

At the same time, the number of adoptions of children in state custody has fallen to a six-year low. At the end of June, 975 children from the foster-care system were available for adoption – the most in at least the past four years.

Officials at the Kansas Department for Children and Families say the increase of children in foster care is mostly due to the weak economy and parental drug abuse. Those likely are significant factors. However, the numbers have not gone down as the economy has improved, and the percentage of cases attributed to drug or alcohol problems has been steady over the past few years, KHI reported.

Those working on the ground and other child advocates see a link between the higher numbers and recent changes to state policies that have strained parents’ ability to care for their children and access services.

The Brownback administration has reduced by 20 percent the amount of time a person can receive federal welfare benefits, increased work requirements by 50 percent in order to receive child care assistance, and enacted other policies that reduced benefits or limited eligibility, including allowing the state to take away an entire family’s benefits if any child in the household is truant from school.

As a result, the number of families receiving cash assistance dropped from 14,204 on June 30, 2011, to 7,790 this past June. During the same period, the number of working parents receiving child-care assistance dropped from 9,953 to 8,163.

And if a child is placed in foster care, it can be hard for parents to find and pay for the services needed to get that child out of the system. Also, it is now harder to access mental health programs that help stabilize children.

For example, in fiscal year 2010, the state had 17 psychiatric residential treatment facilities, and the average number of children in those facilities per month was 683. Last month, 216 children were in 11 facilities.

DCF recently consolidated its family preservation and foster-care contracts, which it hopes will improve outcomes. It also is looking at how to integrate more prevention services, so families don’t reach the point of crisis and require state intervention.

That could help. But Wendy Flickinger, outreach coordinator of a Hutchinson-based program that helps parents navigate the foster-care system, thinks the rising foster-care numbers also reflect misplaced priorities.

“I think the state of Kansas is trying to balance the budget on backs of the poor, because so many programs and services that lower-income people need to survive are being cut,” she told KHI. “And yet we’re giving the upper-income people tax deductions.”

assuming government should be in the welfare business to the extent it is to begin with---can I suggest to those of you who are complaining about the mean old republicans hurting people in need, to come up then with some solution that while continuing to help people, also assures recipients are using the dollars in a way they are intended?

So Mike.. you think it is OK to use your hard earned and given tax money for a person on welfare to take a cruise? Do you think wasteful spending of welfare does not happen? I see nothing wrong with limiting public assistance to the minimum for survival. Governments should not be in the business of or obliged to provide entertainment for those on assistance. They are obliged to find ways to get them on their feet and self sufficient but that is all.

Much like I don't believe in voter fraud
The thing is I don't think there is so much of either going on,certainly not enough for these "adjustments" pushed by Republican led state houses.
In both cases I think we have solutions looking for problems that are doing nothing more than addressing Republican issues.
On the one hand firing up the base with a "look what we are doing with those damm takers "move and the other,holding down turn out in a cynical attempt to win elections.

When they said getting out of kansas, I think they may have been refering to the fact that you can take a plane or drive a car to most major port cities in the country so the folks in Kansas can go on a cruise just like anyone else. Of course acknowledging that takes all the fun out of showing us how stupid the guy is so don't be surprised if a lot of people ignore that.

assuming you are not taking the "cruise ship" comment overly literally and exclusively:

that's rich...there's no real problem, so there doesn't need to be a solution (or at least the ones that get proposed); its just open season on republicans who are doing what they are doing because, well, they are just mean spirited.

never mind all the welfare fraud (and voter fraud) that has been caught, and continually gets caught all around the country.

I wonder what it is like to continue to hold so fast to one's views despite evidence to the contrary?

and speaking of "winning elections"---the majority of welfare recipients vote democrat. and since the actions in Kansas don't actually reduce the dollars available, which side is more likely engaging in "election" politics?

Well I expect that far, far more children benefit from SNAP than "no good bums" but I don't see the problem with not allowing it to be used at cruise ships (as well as liquor stores and racetracks). I expect that it won't fix much as alcoholics can still do a good deal of drinking on $25 making it yet another largely meaningless law but I'm not seeing the harm either.

So putting together a few numbers we discover that the 318,000 Kansans on welfare withdrew the grand total of $43,000 from dubious locations over the course of the year.

This means that on average a Kansas welfare recipient withdrew approx $0.14c from a dubious location over the course of the year. If this is replicated in each State in the Union, then a grand total of approx $2,000,000 is being squandered nationally in this squalid fashion. Imagine the difference that $2million would make to the Budget deficit!

This is clearly outrageous, a scandal and I am delighted to see the Kansas GOP taking action to end this shocking decadence and scandalous waste immediately. They are setting a standard that the nation would do well to match. Thanks be to God that at last we have some people in responsible positions who are prepared to tackle the hard questions and make the hard decisions necessary to get the country back on course....... <feel free to add further right wing cliches of your choice until you throw up>
