I am pretty sure you would agree that would depend on the specific area. Argentina,Uraguay,Belize, Surinam,Guiana,FR. Guiana,Cuba would be the only exceptions that come to mind.

Haiti and the Dominican Republic have more African genetics. Cuba still has a much higher % of Native American genetics than your average American.

Words mean what the people using them understand them to mean, and the meaning of different words can change drastically from group to group. If I keep packs of fags in my boot I am likely a cigarette smoker living in Britain who owns a car, speaking English but perhaps not as you understand it

It really doesnt matter what YOU understand words to mean, because you are not nearly as important as you give yourself credit for

I tried to clue you in when I informed you that in the USA the terms Latino and Hispanic are used interchangeably but as of yet you remain clueless because you refuse to understand what you are told
