Not in an American English use of the word. Latin perhaps. Hollywood adores the term 'Latin lover' for Valentino (Italian), Antonio Bandares (Spanish), and any Iglesias (God love them). Billboard has Latin music charts, for Spanish music mostly, Though Portuguese/Brazilian records sometimes make the cut, you won't see Italian music on it. And of course that's an American design.

Oh FFS Latino references Latin America. Hispanic references the parts of the world where Spanish is the dominant language. And yes, that applies to the United States usage as well.

Just because some people use them interchangeably does not mean that the meanings are interchangeable. It just means those people don't know any better.
