California, florida, new York, Illinois, Pennsylvania, ohio and Michigan are 1, 3, 4, 5, 6, 9 and 10 in the top ten usage. only three red states are in the top ten, texas, Georgia and north Carolina at 2, 7 and 9 respectively. pretty much the top ten's numbers, tower over the remaining states. for instance it would take anywhere from 10-20 other states to meet California and florida combined totals. Are food stamps given out based on national income numbers? This seems likely as it is a federal program, otherwise it couldn't be counted as a drain on the federal money. If that is the case you have to take into account the fact that while wages tend to be lower in the south, the cost of living is much lower. Thus people in the south with a higher standard of living than in the north. Another thing is that there are more military bases in the south (per capita) than in the north. When I was in the AF I had an airman working for me who was married with one child. While he was too proud to take food stamps he was eligible for them. He did eventually accept WIC and was given a hard time at the commissary. Fortunatly there was a real Colonel (not just paygrade) behind him in line who told him to take the food and go on home, the Colonel would take care of it. As my airman was leaving he saw the Colonel, the checkout, and the commissary manager in a very unpleasant converstation. The point being that lower ranking military also distort the numbers.
