He's so blinded by faux hero worship that he can't think to follow the strings of power, decision making, and ideology. Or he knows it well, knows it's wrong, and is doing his best to help hide it. Maybe some of both. But this administration is as Bannon as it can be. And honestly, Trump has no clear idea what he wants to do, so he does what Bannon tells him.
