I think time will tell if he is ranked higher or lower. You really have to take a longer view of a President than just while he is in term. Will President Obama's programs and legislation end up being good or bad for the US? Hard to tell, isn't it? Same goes for where he ranks against other Presidents.

The article even mentioned that:

So, in all reality, this is really nothing more than a puff piece. I expect he'll end up higher on the list as time goes by.

Bush 43 had 8 years of hysterics leveled at him while in office and several more afterwards, too. I'm not surprised he's quite a bit further down the list. I also am skeptical that there isn't any bias in the list.

It suggests an approach el presidente might take if the Democrats find their spines and start fillibustering. He's likely to go a lot further than threatening to move an airbase, I'd have thought. Completely suspending all federally funded public services in rebellious states seems the sort of thing he'd do, does it not?

That I don't know.

He did work with the Republicans to pass civil rights legislation, since Southern Democrats at that point were, alas, still advocates of Jim Crow.

If memory serves, during the signing of the Civil Rights Act of 1964, Johnson gave the first pen to GOP Senate minority leader Everett Dirksen.
