The reality is that it happened and the cops were there in 11 minutes. That's not a bad time lag. The SAS were there shortly after. Good for both of those services. THERE is your positive spin. passers by were trying to help and then official help arrived very shortly after. Gods forbid it should ever happen again in the U.S but if it does, are you going to hold a stop watch on your emergency services ?
