So how did he get this position in the first place, if that was his temperment?

The first priority of the department in recruiting was minorities.
The number of minorities attempting to get on was way behind goals, so to meet goals they had to
get people of lower qualifications. As on here anyone who claimed they wouldn't grow into the position
was considered to be a racist. This is what happens when you hire based on race. There was a time when
they would only hire whites, and that was just as bad.

Pure, unadulterated speculation. What evidence do you have to support your fairy tale? and do you still live in a shoe?

Articles I have read that among other things pointed out that te year before he was hired the city was panicky because only 29% of the qualified applicants were minority.

29% of qualified applicants were minority. Was this guy one of the 29%? I seem to recall reading that he passed all the tests and training without issue. Wouldn't his temperament have been one of those things tested or evaluated during training?

No that was the year before he was hired, so they stepped up the program to get more.
Remember the only good thing even the mayor could think of to say about him was that he was a minority.

If he wasn't an AA hire the mayor sure made him look like one.

We have separate issues here.
It seems that everyone has missed that I pointed out that the comment about his losing it with women and children was not to be assumed to be automatically accurate.
For all we know he and Noor have been fighting about the property line since they moved in.
Yes, if this tendency existed it should have been eliminated by elimination and training..
We had a black guy that I "worked " with at the state. He was incompetent he never did anything,
we were programmers and he spent half of his day playing mine field. They had attempted to fire him before I even started there they had tried to fire him.
He threatened to sue claiming discrimination if they did. they backed down and he retired in place.
He was there because of his race. Racial hires cannot be fired till something this bad happens.

We do not have separate issues here. You are insinuating that Noor was hired because he was a Somali immigrant because the previous year, the PD was complaining about only 29% of the qualified applicants were minority applicants. If he was one of the 29% of the qualified applicants, either there was nothing to the women/children assertion, or the PD figured they could work through it with him.

Racial hires can be fired. Minority employees, even when protected by a Union, can be fired. It just takes a more detailed paper trail. My ex is a HR manager. I've heard her frustration with the difficulty in getting rid of minority employees that weren't productive, and how it all comes down to a more detailed (and longer) paper trail.

What if the mayor doesn't know a damn thing about Noor, other than he was the first Somali immigrant to be hired on to the PD? The Mayor could have said quite a bit more than what was quoted. Unless you or I were there, we don't know.

He had three complaints against him. The paper trail hadn't been built yet.
That is what matters. This is the worst case if cops losing it I have seen.

First of all, I want to say, I think Noor did not act according to training, nor did he follow proper protocol or procedures. I think we are in agreement with that.

3 complaints against him. He has one Federal lawsuit filed against him (and a few other officers), too. I don't know if any of the 3 complaints are linked to the lawsuit or not. One complaint ended with no actions against him. I don't now what that complaint was, nor do I know if there was nothing done against him because he didn't do anything wrong. For all I know, complaints stay on your PD record even if they are found to be baseless.

What was the closed complaint? What are the 2 still-open complaints? Are any of them baseless?

Not really. This was a quick, reflex reaction. Cops losing it? The beating of Rodney King for starters.

A King was not an innocent who called the police for protection. And before you lose it I didn't say the cops were right.
B So any quick reflex action is justified? That abandones everything you claim to stand for.
Oh what am I thinking, it is ok since it was only a white person who was killed.
