In my opinion sexual contact (masterbation or other wise)or the right to orgasm can be used as both a reward and a punishment.

I use it as a form of play. It is not necessarily a reward but can be. I do not use strap on play as a form of punishment. I do not want an otherwise pleasurable form of play that I enjoy associated with somehting negative. But that's just me :)

I'm with MsKat on this one, I regret the one time I used strap-on as punishment. It is far harsher and lasting than any beating, and was more emotionally damaging to the sub than I would ever have expected.

I have used it on one submissive while I could not use it on others because I thought it would probably do more damage than good. Like any other punishment or reward I beleive it depends on the situation and the people involved.

My opinion as a sub...I think this could go either way. I find it both pleasurable...and yet at the sametime intimidating/punishing. Ill never forget the day my ex rather vanilla girlfriend walked into the bedroom (after I hinted to her miy interest in crossdressing and strap-on play) wearing nothing but knee hi boots, a black bra and a strap-on around her waist. I don't use it for punishment because that is too close to rape imo. Very bad no-no.

Most of the subs I've ever met love it or want to get "broken in" to using it. I would never punish anyone with it. It's definitely a reward. Now if I do nipple torture at the same time (grin).

I think that is an individual basis act. Some sub/slaves enjoy the strap on play, therefore it would be a reward. The ones who do not, would find it a punishment. There has to be communication between the Domme and her sub/slave to determine the slant on it. Also you need to make sure the sub/slave is truthful about their likes and dislikes. It could mean twice as much punishment if they lie.
