To the original question about cell phones:  No.  When it is off, there is no override to secretely turn it back on and magically listen in.  When they are off, they are off.   Afterall, the manufacturers want you to have long battery life, if it could transmit all the time, what would happen to the battery?

Frankly I think we (that is Real Americans) with Red, White, and Blue in our veins, have more to worry about than FEMA (all caps there folks) taking over the local police departments and whether Uncle Sam can listen to mom talk about her period on her cell phone.  And by the way (I hate BTW), I've also done work for FEMA in Mass.  Interesting people...  Lots of cool toys in underground bunkers.   You know things like portable drinking water in big trailers.  Tents that can hold 30 soldiers (or maybe even flood victims).  Radios.  Blankets.   Canned food.  Oh yeah, big guns, too.  Hope your sorry ass never needs them... maybe they've been monitoring Collarme.com, too.

Maybe your allegience is better directed not at the Federal Government, but your own State?

Because when The Citizens are PERSONALLY RESPONSIBLE for their own security and safety, the form WELL REGULATED MILITIAS, under their own command.

If New Orleans had "A Well Regulated Militia", they would have been able to respond locally, effectively, to the crisis they experienced.

And I ain't talking about the "National Guard", they're just more of The President's Bitches, despite what the recruiting ads say. You need people loyal to AT MOST, their state, PREFERABLY, their County.

But living in Albany, NY, whose CITY Charter predates the Declaration of Independence, NYS Constitution, and Federal Constitution by more than a century give you the perspective to understand that the Feds aren't the answer to ANY question.
