There's a joke here, but that's not it.  The presumption of innocence only applies in criminal proceedings.  Traffic fines are a civil matter.

its not the money.. i have a lil of that .
i just dont like that they can create a system that is patently unfair. hell, if i do something wrong, i have no issue with stepping up...but when im sitting on the beach with my kids,,,and i return home to see ( i ) have broken a traffic law in or around my hometown...and i was actually 200 miles east???its a lil disconcerting
