I'm inclined to think they should be pissed on, set alight and THEN shot, but only to make sure they are dead. Very recently, here in the UK, horses had been found abandoned in a field where they'd been left to starve and it's thought that some of them had to eat the corpses of those that had starved to death. The owner is unrepentent, he'd purchased them for as little as a £1 each and was planning on selling them as a food source abroad. The owner will be prosecuted, given a small fine and banned from keeping animals in the future. Will the penalties imposed stop scum like that from continuing this abhorrent abuse? Of course not. It will only matter when people, as a whole, begin to value animals, the important roles they play in our lives whether that be in a pet capacity, or as livestock, and those that abuse/neglect them are forced to suffer REAL consequences of actions.
