I took his comments this way also...

The poorest nations are often island nations, and they are the ones that will be most impacted by tragedies that global warming will cause. The Haitian earthquake is an example of the fact that the global community still lacks the ability to respond to such situations effectively.

Ah, I got it now.  And I agree, carbon credits are analogous to indulgences of yore.  Sometimes the way you write is a bit random and it didn't come through at first. 

Edited to add, I don't agree with cutting the power part.  That plays in to the globalwarmingclimatechangevoodoo logic or lack thereof.  Through you might have meant that satirically.
