If not, I could state that I am a charity and anyone who donates to me gets a tax break, and I don't have to pay taxes on those donations. Every employee could do the same, giving an employer incentive to hire more and/or pay more, but there goes the tax base. A charity, though, is a bunch of people who give away other people's money, too. They aren't necessarily paid as well as government workers, and may not enjoy the same benefit levels, but, in the end, isn't that exactly what a charity does?
