Welfare payments have a system . . . enforcement needs staff to go out and enforce. Idiot ideas like the sequester don't help either. Budget cuts mean cuts in services, staff, and in what gets down. The EPA does do less than it used to, for budget reasons. So do a lot of other agencies. The IRS enforces less. There are fewer food inspections, fewer workplace safety inspections, etc. Fewer police. Fewer teachers. I don't know what BLM means, but since it looks like racist crap, never mind.
