Consent really does not enter into this. Parents have the right of consent for their children. If it was not this way, how could they receive ANY treatment? But circumcision is not for treatment of any illness, most circumcision done on these babies are not medically necessary. It's really mutilation of body parts. And this is quite extreme, to chop of a whole bunch of skin of a baby boy's most private area. I mean, I'm pissed enough when my mom got my ears pierced when I was a baby, now I got a permanent hole I don't want in my ear. The poor boy may want to keep his flap.
